
Developed by the GTMI, the government transformation management framework (TMF) offers a systematic approach to managing the entire business transformation lifecycle—from the initial identification of a business problem or need, through analysis and recommendations, implementation, and client sign-off. The ultimate objective remains focused on enhancing operational efficiency and delivering value for money. The TMF is organized into two primary stages: Opportunity Management and Project Management, which together encompass eight phases, various activities, key artifacts, tools, gating, control points, and governance. Furthermore, the TMF addresses six essential transformation management knowledge areas: Opportunity Proposal, Analysis and Solution, Project Proposal & Approval, Project Management (including Initiation, Planning, Execution, and Close-Out), People Change Management, and Transformation Management.
We have developed two versions of our Government Transformation Management Framework; one tailored for the private sector and the other designed to meet the unique needs of the public sector, incorporating rigorous reporting, gating, governance, and transparency of investment approvals.
Our framework is fully compliant with the latest Treasury Board Policies and the Directive on the Management of Investments and Projects (2019). It is grounded in best practices related to business analysis, project management, and change management, as well as the applicable Government of Canada opportunity and project management frameworks. This comprehensive approach ensures that we effectively address key aspects of the business transformation lifecycle while covering essential transformation management knowledge areas.
